Rajasthan Launches Homestay Scheme 2026
In a move to boost tourism and rural livelihoods, the Rajasthan Tourism Department has launched the Rajasthan Homestay (Paying Guest House) Scheme – 2026. The initiative aims to promote community-based tourism, generate rural income, and encourage self-employment across the state.
Announcing the scheme, Additional Chief Secretary (Tourism) Praveen Gupta said the policy focuses on simplifying approvals and increasing public participation in the tourism sector.
Tourism Growth in Rajasthan
The new scheme comes at a time when Rajasthan is witnessing strong growth in tourist arrivals. According to official data, the state recorded a 9.74% increase in tourism in 2025 compared to the previous year.
-
Total tourists in 2025: Over 25.44 crore
-
Domestic tourists: Around 25.25 crore
The government aims to sustain this growth momentum through improved tourism infrastructure and local participation.
Boost to Rural Economy
A major objective of the scheme is to strengthen the rural economy by enabling residents to convert parts of their homes into tourist accommodation. The initiative is expected to open new income streams for rural households and small investors.
The scheme also encourages:
-
Women entrepreneurs
-
Small tourism operators
-
Family-based tourism models
This approach promotes inclusive and sustainable tourism development across the state.
Simplified Licensing Process
One of the key highlights of the 2026 policy is the simplified and digital licensing system. The earlier process involving multiple departmental approvals has been replaced with a single-window clearance mechanism.
Key Changes
-
Single-window digital approval system
-
Fewer documents required
-
Faster online processing
This is expected to make it easier for individuals and families to start homestay businesses.
Increased Capacity and Flexibility
The revised scheme offers greater operational flexibility for homestay owners.
Updated Guidelines
-
Maximum rooms increased from 5 to 8 per residential unit
-
Maximum bed capacity fixed at 24
-
Mandatory residence rule removed
-
Homestays can now be operated by the owner, lessee, or caretaker
These changes are designed to make the scheme more business-friendly and accessible.
