Delhi Launches CM Jan Sunwai Portal
In a major step toward digital governance, Delhi Chief Minister Rekha Gupta launched the CM Jan Sunwai Portal along with a dedicated mobile application to enable citizens to submit complaints online. The initiative aims to strengthen grievance redressal through a transparent, technology-driven system.
The announcement was made as part of the Delhi government’s broader push to modernise public service delivery under the Information and Technology Department.
Integrated Grievance Redressal Platform
The CM Jan Sunwai Portal has been developed as a unified platform for lodging complaints against any government department. According to the Chief Minister, earlier systems lacked proper monitoring and often resulted in complaints being transferred without accountability.
The new platform integrates complaints, departmental jurisdictions, and responsible officers in advance to ensure faster resolution.
Modes of Complaint Registration
Citizens can register grievances through four channels:
-
Online portal
-
Mobile application
-
Call centre (1902)
-
Offline submission at the Chief Minister’s Office
This multi-channel approach ensures accessibility for all sections of society.
Three-Tier Accountability Mechanism
A structured three-tier grievance redressal framework has been introduced to ensure transparency and accountability.
Grievance Resolution Structure
-
Grievance Redressal Officer
-
Appellate Authority
-
Final Appellate Authority
Each complaint will be assigned a unique reference ID, and citizens will receive updates via SMS at every stage. If a complaint is not resolved satisfactorily, negative feedback will automatically escalate it to higher authorities.
The system also allows users to send reminders and link previous complaints, ensuring continuity in grievance tracking. Physical Jan Sunwai sessions will continue alongside the digital platform.
Reforms in EWS Admissions
Along with the portal launch, the government introduced major reforms in school admissions for Economically Weaker Sections (EWS), Disadvantaged Groups (DG), and Children with Special Needs (CWSN).
The older admission software has been replaced with a secure, cloud-based system designed to improve transparency and prevent fraud.
Key Reforms
-
Aadhaar-based identity verification
-
Digital verification of birth certificates
-
Online verification of income certificates
-
Stronger safeguards against duplication
These measures aim to streamline admissions and enhance fairness in the process.
Expansion of e-District Services
The Delhi government has also expanded its e-District services by integrating them with more than 7,000 Common Service Centres (CSCs) across the city.
Currently, around 75 government services are linked to the portal, including:
-
Income certificates
-
Caste certificates
-
Residence certificates
-
Birth and death certificates
-
Social welfare benefits
Additionally, the launch of the CM Pragati platform has enabled the creation of a digital database of government land and buildings, improving transparency and asset management.
